  • Saturdays and Sundays
  • Queensland statewide public holidays, 2026 to 2028

Counted as business days

  • Show and special (bank) holidays, which vary by district
  • Christmas Eve, a public holiday only from 6pm

Leaving a local holiday in can only bring a date earlier, never later. If one applies where you are, each that falls inside the count moves the date one business day on.

A guide, not legal advice. Dates follow the Child Safe Organisations Act 2024 (Qld) and the Acts Interpretation Act 1954 (Qld) as read on 26 October 2026, with Queensland statewide public holidays from qld.gov.au. The QFCC can agree to a longer period. Check your obligations with the QFCC or your own legal adviser.

What the Act asks

Three reports, two clocks. Under the Child Safe Organisations Act 2024 (Qld), the head of a reporting entity reports to the QFCC at set points, each counted from the day they became aware.

  • Initial report

    Within 3 business days

    s 34(2) · contents in s 35(1)

Details of the allegation or conviction, the worker’s name, any former name or alias, and date of birth if known, the head of entity’s name, whether police or the sector regulator have been contacted, your organisation’s contact details and, for a current worker, any action taken in response, risk management included, such as steps to keep them from contact with children and any disciplinary action taken or proposed.

  • Interim or final report

    Within 30 business days

    s 34(3) · contents in s 35(2)

The facts and circumstances as far as you know them, an update on the action taken, risk management included, and a copy of any written submissions from the worker. If the investigation is finished in time, the final report can go instead.

  • Final report

    As soon as practicable

    s 37(1)

Once the investigation is completed. The investigation itself starts as soon as practicable after the head of entity becomes aware, and the QFCC is told it’s under way (s 36(1)).

How it’s counted

Four rules, nothing hidden. The dates come from the day you enter, the Acts Interpretation Act’s counting rules and the holiday list below, nothing else.

  • The day of awareness is day 0

day 1 = the next business day

A period that runs from a day leaves that day out (Acts Interpretation Act 1954 (Qld), s 38(1)), so the count starts on the next business day.

  • Business days only

skip Sat, Sun and public holidays

A business day is one that isn’t a weekend, or a public, special or bank holiday where the thing is done (schedule 1 of the same Act).

  • Both clocks start together

    aware + 3 · aware + 30

The 30 business days run from the same day as the 3, not from the day the initial report goes in.

  • More time only by agreement

or a longer period the QFCC agrees

Either period can be longer if the Commission agrees (s 34(2)(b) and (3)(b)). The calculator shows the periods the Act sets.

  • Both dates on every case

Each case shows when its initial and interim reports fall due, counted from the day you became aware, and the cases list shows each one’s initial due date.

  • Adjustable for your organisation

Both clocks start at the Act’s 3 and 30 business days, count Monday to Friday and can be changed for your organisation. Around public holidays, a case errs early.

  • Head-of-entity attestation

The head of entity and any delegate are recorded on the case, and so is whether the allegation involves the head.

  • Risk actions tracked

Record each risk action with its reason and a due date, mark it in progress or completed, and the report PDFs list them with their status.

  • Each report filed on the case

Report PDFs carry a SHA-256 digest and snapshot ID. Upload them through the QFCC’s portal, then mark each one submitted: the case records the date and files a PDF copy that later edits to the case don’t touch.

  • Outlook emails on the case

Attach emails from your Microsoft 365 mailbox to the case, so the correspondence sits with the evidence.

On the day the head of the reporting entity becomes aware of a reportable allegation or reportable conviction about a worker (s 34(1) of the Child Safe Organisations Act 2024 (Qld)). That day isn’t counted, so day 1 is the next business day. Workers who become aware must report it to the head of entity as soon as practicable, or to the QFCC if it concerns the head (s 33(2)).

Queensland’s Acts Interpretation Act 1954 makes a business day any day that isn’t a Saturday, a Sunday, or a public holiday, special holiday or bank holiday in the place where the act is done. The calculator skips weekends and Queensland’s statewide public holidays for 2026 to 2028, as listed on qld.gov.au.

Show holidays and special (bank) holidays are set district by district, the Royal Queensland Show holiday in the Brisbane area among them, so no one list fits every organisation. The calculator counts them as business days, and Christmas Eve too, since its public holiday runs only from 6pm. Each one left in can only bring a date earlier, never later. If a local holiday applies where you are and falls inside the count, move the date one business day on.

No. Within 30 business days the head of entity gives the QFCC either an interim report or the final report (s 34(3)). If the investigation is finished, the final report can go instead. Otherwise the interim report covers the facts as far as they’re known, the action taken and any written submissions from the worker (s 35(2)), and the final report follows as soon as practicable after the investigation is completed (s 37(1)).

Only if the QFCC agrees. The Act allows a longer period for either report when the Commission agrees to one (s 34(2)(b) and (3)(b)). The calculator shows the periods the Act sets: 3 and 30 business days.

Through the QFCC’s online portal, or the paper forms on its Report a concern page. The QFCC says it accepts interim reports in any format that contains the information the Act requires. Not notifying or reporting carries a maximum penalty of 100 penalty units, which the QFCC puts at more than $17,000.

Yes. Each reportable conduct case counts its initial and interim report dates from the day you became aware, in your organisation’s reporting timezone, and shows both on the case. Case clocks count Monday to Friday without skipping public holidays, so when one falls inside the count the case shows the earlier date. Both clocks can be adjusted for your organisation. Reportable conduct schemes in other states aren’t covered.

No. It’s a guide to the dates, based on the Child Safe Organisations Act 2024 (Qld), the Acts Interpretation Act 1954 (Qld) and Queensland’s public holiday dates as checked on 26 October 2026. It doesn’t decide whether conduct is reportable or who the head of your entity is. For that, and for your own circumstances, check with the QFCC or a legal adviser.
